I double checked that Audio and HD Video is enabled for all users. We are currently 4 x Mac users and all of us transmits HD video, but cannot receive HD Video. The rest of the users are using Windows and they work fine. So it is definitely an issue with Skype for Business for Mac. The current Skype for Business for Mac version we are running is 16.1.456. We checked for updates, but there's none. All video calls work, the issue is that we do not receive HD on the Skype for Business for Mac clients.

The resolution is 512 x 288 receive and 1280 x 720 transmit. As mentioned, Skype for Business on Windows works fine with transmit and receive 1280 x 720.
